A disaster at the nuclear power plant (surprisingly not Homer's fault) makes Springfield all but unlivable... with the exception of Burns Manor, which rests high above the poisonous cloud. Under penalty of law, Mr. Burns is forced to take in the town's populace! But the richest man in town soon becomes a slimy slumlord who has an excellent idea for what to do with his new tenants!
