Shuji and Chise are high school seniors in a small town. They have just started dating thanks to the matchmaking of their mutual friend, Akemi. Meanwhile, the city of Sapporo is attacked from the air. However, a counterattack by Japan's military saves the city from total destruction. Soon after this attack, Shuji discovers that Chise has been engineered by the government so that she can transform herself into a powerful weapon when she is summoned on a mission.
